Name that tv show.....?

I NEED HELP!!!! My b/f is driving me CRAZY about a show he used to watch back sometime in the 90's. Here is what he remembers - It came on the same night the x-files (right after) it was about a man who worked with the police dept as kind of a physic, he would go to crime scenes and have visions of what happened and last clue is there is a yellow house and a picket fence in the begining..... Hope someone can figure it out!!!! THANKS A BUNCH!!!!!!
