Is it considered assault if one 10 year old kicks another 10 year old for no reason?

My 10 year old daughter has been getting kicked by another camper during her day camp. The incidents have been written up and the other child's parents have been informed...but it's still continuing. Do I have any actual recourse w/ the police? Is this considered assault? There are witnesses to this daily. We're on the verge of pulling our daughter out from camp due to this situation.
